The general intent of this bill is noble. It is designed to protect critical infrastructure and
facilities from unauthorized drone activity. That said, it crosses the line regarding the
authority of the state government and federal government. The Federal Aviation Act of 1958
created the FAA, and provided it the sole authority of regulating the National Airspace
The FAA has been delegated the responsibility of regulating the airspace. That goes
for manned AND unmanned aircraft. That responsibility includes aircraft AND pilots.
In January (2019) the FAA rolled out a draft document for public comment to deal with the
intent of this bill. And that is indeed the FAA responsibility.
